“Carmel was platted in 1837 as the Town of Bethlehem by John Felps, Alexander Mills, Seth Green, and Daniel Warren, and grew so slowly for its first fifty years that it had just 26 platted lots by 1874, when residents voted 33-12 to incorporate under the new name Carmel after learning another Indiana post office already used Bethlehem. The Home Place neighborhood, settled in 1832 and platted as its own town in 1914, stayed a separate small town until Carmel annexed it in 2018 — one more reminder that Carmel's water and sewer infrastructure was built up piece by piece, not all at once.”
